I have tried getting a definition of a Title Tag, but all I get is a long winded explanation of how important it is. Can you please define Title Tag in Laypersons Language (Computors for Dummies Style).

A web page's 'Title' is what is used to identify it in your browser's tabs or title bar.  For example, if you have 3 websites (Facebook, Geeks on Tour Blog, Gmail) loaded in your browser, you will see 3 tabs and they will be labeled 'Facebook', 'Geeks on Tour Blog', and 'Gmail.'  It is the Title tag that creates those labels.

If you are building your own HTML websites from scratch, you need to know how to create that Title Tag.  Ever visited someone's website and see the page labeled "Untitled" or something similar?  That means they don't know about the Title Tag and left it set to the template default.

If you are using a Blogging system, the Title Tag is automatically set by the title of each Blog post.

Titles are important because it is how search engines identify a page.  You get to a page by it's URL (http://www.geeksontour.blogspot.com) but you know what it is by it's Title: Geeks on Tour Blog

In the real world, think about it this way – you get to a house by it's address (3827 Jupiter Lane, Buffalo, NY), but you know it as Nancy Smith's House.  The address is the URL, 'Nancy Smith's House' is the title.
